By some estimates 98% of lost revenues come from 2% of the meters and more often than not those meters are commercial meters with high flow rates.

Water meters like all mechanical devices slow down with time, water quality and corrosion can accelerate the process for water meters. Commercial meters should be tested every 1-5 years with concentration on smaller intervals for higher volume meters.
